The cost of Citizenship; Duty or Taxes

Citizens pay taxes, but not as much in goods as in services.  since every basic necessity is shared within the town unit, taxes are those things which are paid to the nation.  since it is service, each citizen must spend some time giving back to their nation and their fellow myn so that all may benefit.  in most cases, this comes in the form of labour for public works, building roads, stone buildings and other things.  government officials are the only ones exempt from these taxes, as they are full time in service to their nation for the duration of their term.

in return for taxation, the nation provides services such as roads, responding to emergencies, facilitating trade and transportation.

Generosity Points

Each season, a citizen owes service or goods to their community in return for the support it provides. A season is four passages of the larger Pearl Moon, and requires 24 generosity points per season.  These can be accrued through working for the community at a specific quest, assisting in the labour, administration and other needs, or by providing items. Generosity points are equivalent to the core mechanic ranking. So, you'd have to give 6 fair efforts per week, or one superb thing per week. Generosity points are also awarded through sacrifice of action points.

 

Democratic Process

The principle of active citizenship means anyone is able to contribute to a decision.
In a public forums on the web, discussion are shared: opinion articles, links to related articles.  Reputation points are awarded to those presenting good arguments and contents. Social reward AP are given to those who summarize the discussions well into opposing viewpoints.

Votes on decisions are open, but affected by a small weight of meritocracy.
A vote from any myn is weighted: 1 +/- reputation earned in discussion thread + rank of questions answered of knowledge of opposing viewpoints + confidence in position from others (an elected MLA position with vote dependent class on specific fields of study)

A myn's relevant experience in the discipline related to the vote is not directly established by position, but part of the confidence vote and needs specific knowledge of the situation so that is proved knowledge is current.  Often, there are tests of knowledge and proposals made to receive extra weight in the discipline. Confidence vote can be weighted by time elected to rank/class
