The representative of the Dual, chosen specifically by them and elevated to high magical power.  There have only been a handful of these individuals, and they spend most of their time travelling through dimensional portals to adjust and check on things. Every once in a while they drop into the world council for voting. They are very high level characters and have a status as high as a regent, though historically all of them have eschewed luxury.
