This is technology which has ownership beyond single communities. It is technology which is related to the survival and status of many communities.

The governance of technology with this level of influence is not allowed into the hands of those who do not understand it. It is classified. In a human population, we would see it as alien or magical technology relative to our level of understanding. If we tried to use it, and were instructed how to, we would either break it through our inability to understand or forever change into a higher level of being (uplift).
