The United World Flag of the Global CouncilThe Global Council is a world-wide council of national representatives that makes decisions that will affect the entire world. The council meets a minimum of once every ten years and can be summoned at times of great emergency.  The councilors are generally drawn from the eldest of the nations, but younger representatives may be appointed to go in their stead if they are immobile or must not be detained.

 

Legendary heroes are often invited to take part in the grand council sessions.  Their voices are heard, but they do not technically have votes on their own.

 

The voting system in the global council is a convoluted process and is not well understood outside of those who take part in it.  Decisions which have a major effect upon the entire world require an 85% majority but the responses of the nations are two-tiered: minimum cooperation, or total cooperation.  For those decisions with lesser effects upon all nature, a smaller majority is required and cooperation could be optional.  Regional decisions only require nations in that region to agree and comply.

 

The global council takes place in the Grand Library, the building in which the head of the world resides. The same building that was the focus of peace at the end of the founding war.  Much of the rulings of the global council is to maintain the trajectory laid out after that time, and to add more projects which take into account new advances in technology, magic and politics.  The underlying constituion cannot be changed without total unanimity and referendum to a wide spread of coucils around the planet.  The legalities and regulations of the global council are managed by a sect of priests who spend their time transcribing, cross-referencing and annexing the records of meetings.  Were it not for the solemn oath these priests take, and the extreme penalties for those who violate it, the global laws could easily fall into the realms of misinterpretation, misrepresentation and fraud.  However, the conversations between these priests are wholly incomprehensible until they've presented their final argument to councillors.  Even the Dual tend to get bogged down by these characters.  Thankfully, the original basic documentation is freely available to the world.  It is only the trajectories, plans and meetings of the global council which are restricted.

 

A high proportion of the world's savants are sent to work on the global council files in the library.  Unfortunately, these priests are the blunt of many political jokes outside the walls of the grand library.  They realize their importance and do not take it too seriously.

Even in the Shashnian system where benevolence is more demonstrable, we will still see efforts of each nation to seek solutions that are to their benefit.  Is it possible that abstntion from a consensus decision rules a country exempt from its actions?  Does the geographical effect of a decision have to be clearly outlined before consensus can be reached?

 

Violations of political realism assumptions in Shasnia:

  • National interest exists but there is clear unification against the threat of Demons, destabilizing magic, environmental integrity and mynitarian crises.  These unifications are justified respectively: massive threat to all if any Nations start to fall, fabric of magic and the health of planet are shared resources, spiritual reasons to prevent massive unnecessary deaths
  • International system is not completely anarchic.  World council only intervenes on issues which need the most attention; are of interest to a large number of nations.  It allows a venue for public arbitration, openess and discussion.  International politics of normal degree are mostly unregulated, being managed by those nations involved in actions unless there is a sizeable body of nations forming an alliance to oppose those actions
  • Power relations between nations in world council votes are population based, irrespective of economic or military power.  This shift in the balance of power is sometimes offset by more traditionally powerful nations putting pressure on more populous ones outside of the world council.
  • The few universal principles involve the requirements to preserve status as a world nation so that a nations populations are eligible for world citizen status.
